Well, no...
Considering the low quantity of available development boards, and the fact that they target developers, not end users, it's quite cheap actually. Usually, one can expect to pay several $1000's for a development board.

The HPCN-MPC8641D development board goes for some $4,000 at a reseller if I recall correctly (at the launch of the 8640D chip they had a time limited promotional price of $1,499). Developer boards tend to be pricey, at least from a consumer's point of view.
If you are a developer with an interesting project idea, I think you should apply for the sponsored developer program (or try to find dev boards cheaper than this, which I doubt you will).
If you are a consumer you should just wait a little longer for the consumer level product. That one should have an entirely different price tag.
